These programs are funded through the U.S. Department of Housing & Urban Development (HUD) under Title I of the Housing & Community Development Act of 1974 as amended. Annually, the state receives approximately $45 million for housing and community development funds. This document governs the reporting of spending on activities. The CAPER provides information on the expenditures on activities with regard to the Community Development Block Grant (CDBG) Program, the Home Investment Partnership (HOME) Program, the Emergency Solutions Grant (ESG) Program, the Housing Opportunities for Persons with Aids (HOPWA) Program, and the National Housing Trust Fund (NHTF). The Office of Community & Rural Affairs will have the CAPER available for public inspection prior to its submission.
